The evolving relationship between open source software and standards development in the EU (Mirko Boehm, senior director for community development for Linux Foundation Europe)
Abstract:
The EU is actively pushing to regulate requirements for digital products. Since digital products are built upon foundational open source technologies, regulations like the Product Liability Directive, the Cyber Resilience Act and the Digital Services Act will affect individuals, businesses and community organizations in the open source ecosystem. Development of the standards referenced in the laws is being delegated to recognized European standards development organizations, which will require collaboration between these stakeholders. The presentation will look into how the open source community steps into this cooperation with European SDOs and what duties and obligations open source foundations, manufacturers and other actors in the open source ecosystem will be responsible for as the market for digital products will get increasingly regulated. The presentation will also consider the need for guidance and possible implications of these emerging regulations for private and public sector organizations.
Biography:
Mirko Boehm is a free and open source software contributor, community manager, licensing expert and researcher, with contributions to major open source projects like the KDE Desktop (since 1997, including several years on the KDE e.V. board), the Open Invention Network, the Open Source Initiative and others. He is a visiting lecturer and researcher on free and open source software at the Technical University of Berlin. Mirko Boehm has a wide range of experience as an entrepreneur, corporate manager, software developer and German Air Force officer. He joined the Linux Foundation in June 2023 as senior director for community development for Linux Foundation Europe, where he focuses on driving engagement and collaboration between all European open source stakeholders. Mirko speaks English and German and lives in the Berlin area.
